In March, a keynote speech on foreign policy by former British Prime Minister Winston Churchill triggered fierce mutual attacks between the Western powers and the USSR. Churchill's words about the "Iron Curtain" that had descended over Eastern and Southeastern Europe between Stettin on the Baltic Sea and Trieste on the Adriatic led to sharp reactions in the Soviet Union. In this context, Soviet head of state and party leader Josef W. Stalin called Churchill an "arsonist for war."
